As part of its core mission, the NAPCP sponsors research and publishes timely and relevant white papers, survey results and other documents. Collaborating with our partners, we undertake these projects to support Commercial Card and Payment professionals working in the trenches, and the providers who serve them. Heather will provide an update on NAPCP initiatives and feature information recently released in the NAPCP Fraud Prevention and Detection Report. Strategies and greater detail will include:

-explain the difference between fraud and misuse
-establish efficient controls to defer fraud
-discuss how to prevent fraud
-transform into fraud detectives

About the presenter:
Heather is the Community Engagement Manager for the NAPCP. Before her involvement with the NAPCP, Heather worked at University of Phoenix for nine years. In addition to her responsibilities as Procurement Operations Manager, Supplier Relationship Management and Training, she managed the Purchasing Card and Corporate Card programs. She served as the primary resource to approximately 4,000 cardholders―creating, managing and auditing card and travel policies. Heather completed her MBA in May 2017 and holds the Certified Purchasing Card Professional (CPCP) and Senior Professional in Supply Management (SPSM) credentials.

Visa is one of the largest retail payment networks in the world, processing over $10 trillion in payment volume on more than 3 billion cards, connecting over 16,000 issuers to more than 44 million merchants worldwide.

About the speaker: 
Steve is the team lead within Visa for all federal, state and local government clients as well as higher education institutions. He joined the public sector team at Visa in 2005 after 23 years as a federal employee. The last four years of his civil service career was as the program lead for the Department of Defense Travel Card program with approximately $4.5 billion in spend and 1.5 million cardholders. He also served as a Congressional Liaison for the Defense Finance and Accounting Service and U.S. Customs Service before taking on the Travel Card program. Steve is an industry advisor to the Government/K-12 group within NAPCP. He lives in Lakewood, Colorado, with his wife Beverly.

Determining which card issuer to contract with can be a daunting task. There are so many choices and options. Consider an added advantage of a card issuer that offers your organization to be part of a larger group - a cooperative, if you will. Your program is still "yours" with your organization being in complete control of customizations including choices of card types and third-party software products. Cooperatives also offer unique benefits that include:

-earning a larger rebate for your entity
-the ability to network with peers through card issuer annual conferences
-up-to-date best practices
-lessons learned

About the presenter:
Brooke Dunn is the State of Colorado Commercial Card Program Manager. She has over 12 years of Commercial Card experience, starting as a cardholder in an agency, to an agency P-Card Administrator, to managing the State of Colorado's program starting in 2013. In 2015, Brooke received her Certified Purchasing Card Professional (CPCP) credential. In 2016, Brooke took over as the chairperson for the Colorado Public P-Card Group (CPPG).

Major Lessons Learned After an Internal Audit
Terry Suggs-Zimmat, Sr. Coordinator, Tallgrass Energy

Do the words “your department will be audited to ensure policy compliance” bring chills to your bones? No need to fear—by the end of this session you will be aware of some of the key factors internal auditors look for and ways to update your controls to avoid seeing the words “immediate management action is necessary” on future audit results!

Attendees will leave with the knowledge of:

-compliance issues internal auditors identified
-changes to the policies and procedures because of an internal audit
MCC restrictions/how they are set up; who they apply to
conducting cardholder audits—you can do it!
identifying what your card issuer can provide for you

Terry will also share insight as to how the use of text alerts involve cardholders in the process of controlling external fraud.

About the presenter: 
Terry joined Tallgrass Energy in 2015 as an Associate Coordinator of the Commercial Card department. Since Terry began with Tallgrass Energy, she has assisted in the establishment of department auditing procedures and fraud detection, created and implemented the Commercial Card department’s policies and procedures. Additionally, she managed a transition of providers, which required a rewrite of all policies and procedures, and was promoted to senior coordinator.
