End-User Presentation The City of Toronto P-Card Program: Managing Growth & Internal Controls Janet M. Buck, Supervisor, Accounts Payable and P-Card Program Administration City of Toronto
Register now for the Regional Forum and learn what the City of Toronto has done to grow its program and what internal controls have been developed and are currently in place to ensure a successful payment strategy. Janet will provide insight into the program (started in 2005), show statistical comparisons from then until now, and address the challenges and successes experienced along the way.
Janet will reveal:
- challenges and benefits of a decentralized P-Card program
- integration of Commercial Cards into management’s strategic plan
- how to build a comprehensive compliance program
- reconciliation in a non-automated environment
About the Speaker Janet has been employed in a number of the City of Toronto's divisions since 1982 and has held various senior staff and supervisory positions within Accounts Payable, Accounts Receivable/Revenue, Funds Management/Banking and General Finance. In 2004, Janet became Program Administrator and implemented the City of Toronto’s first corporate P-Card program as well as the P-Card module. She was the Project Lead for Corporate SAP Implementation and continues that role for the P-Card program. |

The newfound benefits and cost synergies created by P-Cards also come with increased risks associated with larger volumes of transactions and faster purchases. With the increasing adoption of enterprise P-Card programs, financial executives need assurance that Purchasing Card programs do not expose their organizations to unnecessary risk and revenue leakage. Having an effective framework for controls stands as the pillar for any successful P-Card initiative.
Participants will learn how to create an effective environment for enforcing controls within their organization—from control design to risk allocation and best practices for enhancement of controls. We will debunk the myth that creating and monitoring a control environment is rocket science and only for business analysts.
The session will cover:
- using business drivers to design controls and allocate risks
- how to enforce controls using a collaborative approach
- simple ways to review controls and, as a result, create better
control processes
- examples of proven best practices
About the Speaker Michel Caluori has over a decade experience in revenue assurance, specifically around enterprise risk management. Michel is a seasoned speaker for the NAPCP and received rave reviews at the 2012 NAPCP Annual Conference in Atlanta. In Michel’s current capacity at CaseWare, he is responsible for leading all risk and controls assessments for client’s financial processes.

NAPCP CANCELLATION POLICY: If you are unable to attend, please notify us as soon as possible. A partial refund will be issued for cancellations made more than one week prior to the start of the event. An administration fee, equal to 50% of the registration fee, applies. Registered delegates who do not attend or cancel less than one week prior to the event are liable for the entire fee. Cancellations must be in writing to Jessica_Dressel@napcp.org.
PROGRAM CHANGES AND CANCELLATIONS: The NAPCP reserves the right to make changes in programs and speakers or to cancel programs if enrollment criteria are not met or when conditions beyond its control prevail. The NAPCP will make every effort to contact each enrollee if a program is cancelled. If a program is not held for any reason, the NAPCP's liability is limited to the refund of the program fee only.
