Interchange Legislation, Regulation and News

News and Resources About Interchange and Surcharges

Overall, as the volume of card payments continues to increase worldwide, the debate over interchange (also called a "swipe fee") becomes more heated. Merchants continue to pressure the industry for lower fees, while card issuers rely upon interchange for a significant portion of their revenue. In the U.S., the debate heated up in recent years; for example, in 2010, debit interchange regulation was addressed within the Dodd-Frank Wall Street Reform and Consumer Protection Act, which includes what is known as the Durbin Amendment.

Related to interchange, surcharges for card payments (also called "checkout fees") have also received a lot of attention in the U.S. and elsewhere. The items listed below address both.
