P-Card/One Card Program Controls: Public vs. Private Sector Organizations

Cardholder training, user agreements, spend controls, transaction auditing and fraud

Are the public and private sectors more alike or different? The report of results includes these statistics and many more:

  1. Most public sector organizations (86%) require employees to complete training before receiving a card, compared to 53% of the private sector.
  2. Follow-up training (for non-compliance, when a card renews, etc.) is common in the public sector (61% reported this practice), but only 24% of private sector respondents said the same.
  3. Public and private sectors reported nearly identical fraud losses as a percentage of total charge volume—0.014% and 0.015%, respectively.
