About the Presenters
Stephanie Dowell, CPCP, Senior Manager, Procurement Systems, Cox Enterprises
Stephanie Dowell has been with Cox Enterprises since January 2008 and currently serves as a senior manager Procurement Systems. Stephanie’s background and expertise span over 20 years of purchasing, procurement and customer service, in conjunction with over a decade in finance. Her years of experience have contributed to the success of maintaining and managing a diverse Procurement Card, Travel Card, Fuel Card and eProcurement Catalog Programs at Cox Enterprises while serving over 20,000 cardholders. Stephanie is supported by a wonderful team. Stephanie has experience in policy and manual creations, trainings, audits and much more.

Stephanie has been a member of the NAPCP since 2011. She achieved her Certified Purchasing Card Professional (CPCP) certification in July 2014. She is a member of the NAPCP Corporate Advisory Team. She has been a member of the NAMIC Atlanta Chapter since 2008 and has served as co-chair of the membership committee. Stephanie holds a Bachelor of Business Administration degree in Finance from Mercer University. In her spare time, Stephanie enjoys reading, traveling, spending time with her family, spending time at the beach and attending Atlanta Falcons Football games. Rise Up!

Heather Miller, CPCP, MBA, Community Engagement Manager, NAPCP
Heather is the community engagement manager for the NAPCP. Her passion for Commercial Cards started in 2010 when she started managing the card program for University of Phoenix. There, she served as primary resource to over 4,000 cardholders—creating, managing, and auditing card and travel policies. She joined the NAPCP in 2017 and now collaborates with other members and subscribers to create best practices for card programs within the U.S., Canada and EMEA region. Heather holds the Certified Purchasing Card Professional (CPCP) credential and is the chairperson of the Purchasing Card Professional Certification Council. She completed her MBA in May 2017 and now spends her free time traveling and watching Denver Broncos football with her family.

Description    Is your organization researching the idea of starting a Purchasing Card (P-Card) program? Perhaps the decision to move forward has been made, but it’s unclear where to start. Maybe the program is already established but you are seeking to learn more about the benefits and best utilization of P-Cards. Or, perhaps you are wondering what should be in your policy and procedures manual and how to get started creating these documents. If you fall into one of these categories, attend this workshop to enhance your understanding of how P-Cards add value to your organization and payment strategy and obtain the knowledge needed to move your program to a solid foundation with confidence.

Join Heather and Stephanie as we explore the following topics to help you build the successful program you desire. There also will be time dedicated to group discussions that will provide the opportunity for attendees to benefit from one another's experience.

-Define how/where P-Cards fit into a payment strategy and the related benefits, such as efficiency, cost savings, reporting, visibility into spend and more—what we call the value proposition.
-Outline the ideal P-Card purchase-to-pay process to optimize the benefits
-Provide strategies to help to obtain organization buy-in and support of organizations’ strategic goals
-Explore the Request for Proposal (RFP) process
-Determine key controls for program infrastructure, including:
      -policy and procedures manual
      -role of the P-Card administrator or manager
      -role of the cardholder and approve
      -determining controls/audits and expectations
      -distribution of cards
-Provide strategies for training cardholders and approvers
-Provide Key Performance Indicators (KPIs) metrics
-Discuss communication tools
-Discuss Program Evaluations, i.e., Score card, Survey
-Discuss card acceptance with suppliers and the related benefits, including the fees, so you can engage in a meaningful dialogue and boost card acceptance

Cancellation Policy for Pre-Conference Workshop

If you need to cancel your registration, you must send an
email to There are three available options:

  • Request to transfer your registration to a delegate of equal membership status.
  • Cancel and request a future event credit (FEC) to apply toward another NAPCP event during the next 12 months.
  • Cancel your registration and request a refund. A partial refund will be issued for cancellations made one week prior to the event start date. A 50 percent administrative fee applies.

Registered delegates who do not attend or cancel less than one week prior to the event, are liable for the entire registration fee; no refunds or FEC will be given.

WORKSHOP CHANGES AND CANCELLATIONS: The NAPCP reserves the right to make changes in session and speakers or to cancel the workshop if enrollment criteria are not met or when conditions beyond its control prevail. The NAPCP will make every effort to contact each registered individual if the workshop is cancelled. If the workshop is not held for any reason, the NAPCP's liability is limited to the refund of the workshop fee only.
