Surcharging practices and interchange scrutinized in Canada and Europe

As the U.S. continues to tackle interchange and surcharging, related news has been emerging outside the U.S.

On July 23, 2013, Canada's Competition Tribunal issued a decision in the case Commissioner of Competition v. Visa Canada Corporation and MasterCard International Incorporated (CT-2010-10). In short, it upheld the networks' "no surcharge rule." The Tribunal will issue a public version of the decision after a determination has been made regarding what information must remain confidential. See related press release from MasterCard.

On July 24, 2013, the European Commission announced a revised a Payment Services Directive ("PSD2”) to update the directive adopted in 2007, including a proposal that would cap interchange. See related press release for details.
