Efforts to delay 2011 implementation of debit interchange rules by Fed

In mid-March 2011, both the House and Senate introduced bills that would delay final debit interchange rules by the Federal Reserve for one or two years:

  • H.R. 1081 Consumers Payment System Protection Act "to delay the implementation of proposed or final rules issued under the authority of the Dodd-Frank Wall Street Reform and Consumer Protection Act relating to the reasonable and proportional fees and rules for electronic debit transactions"
  • S. 575 Debit Interchange Fee Study Act "to study the market and appropriate regulatory structure for electronic debit card transactions."

In addition, at the end of March, Federal Reserve Chairman Bernanke sent a letter to the House Financial Services and the Senate Banking committees requesting more time to review the issues.
